GOVERNMENT AFFAIRS
21 State and Local Governments Send Letter Opposing U.S. EPA Refrigerant Transition Rule
On November 21, the Attorneys General of 19 states, as well as the Attorney General of Washington, D.C. and Chief Legal Officer of New York City, sent a comment letter to the U.S. Environmental Protection Agency (EPA) opposing its reconsideration of existing federal refrigerant technology transition requirements. Originally established by the American Innovation and Manufacturing (AIM) Act of 2020, the technology transition regulations require the eventual phaseout of hydrofluorocarbons (HFCs) by 85% by 2036. However, the EPA’s recent proposed regulation would extend the compliance deadlines and allow for further use of HFCs, adding more greenhouse gas emissions to the atmosphere. The comment letter opposes these changes and requests that the EPA withdraw the proposed rule.
Senator Introduces Legislation to Overturn Housing Minimum Energy Standards
On November 18, Senator John Barrasso (R-WY) introduced legislation requiring the Secretaries of the Departments of Housing and Urban Development (HUD) and Agriculture (USDA) to withdraw the final determination on “Adoption of Energy Efficiency Standards for New Construction of HUD- and USDA-Financed Housing.” Finalized in April 2024 under President Biden, this determination updated minimum energy standards for newly built homes financed through covered HUD and USDA programs to the most recent 2021 International Energy Conservation Code (IECC) for single family/low rise buildings and ASHRAE 90.1-2019, Energy Standard for Buildings Except Low-Rise Residential Buildings for multifamily buildings with four or more stories. The legislation would also require HUD and USDA to revert to the 2009 standards already in effect and prohibit the agencies from adopting new efficiency standards unless at least 26 states have already adopted similar standards. HUD and USDA are currently reviewing the analysis used to justify this final determination, which ASHRAE commented on earlier this year. More information on the legislation can be found here.
Senators Introduce Legislation on AI Liquid Cooling Technology
On November 20, Senators Dave McCormick (R-PA) and Chris Coons (D-DE) introduced S.3269, “the Liquid Cooling for AI Act of 2025.” The legislation is designed to help ensure American AI infrastructure is efficient and resilient while reducing energy consumption. Among other provisions, it would direct the Government Accountability Office (GAO) to assess the research and development needs and conditions affecting liquid cooling utilization in data centers, require the Department of Energy (DOE) to evaluate GAO’s findings and submit a report to Congress with recommendations for liquid cooling and heat reuse R&D, and create a liquid cooling advisory organization of industry experts to consult with federal agencies and establish government-wide best practices for liquid cooling in AI facilities. Scholarships

Scholarships are awarded based on the following and for the academic year following the application deadline beginning with the fall semester. Re-applications will be accepted from former scholarship applicants and recipients provided they meet current scholarship criteria. Students may only receive one Society scholarship in any given year. Scholarship amounts awarded shall not exceed the direct annual cost of attending the educational institution (i.e. tuition, books, supplies, room and board, etc.) through graduation.
- A cumulative grade point average (GPA) of at least 3.0 on a scale where 4.0 is the highest and/or a class standing of no less than the top 30% evidenced by an official transcript of grades or written statement from a school administrator.
- Three letters of recommendation, including one from an instructor or faculty advisor, a current or past employer, and another character reference. In the case of schools with an ASHRAE student branch, a letter from the faculty advisor of that branch may be one of the three letters of recommendation.
