Presenter's Bio:
E. Mitchell Swann P.E., is Managing Director with Resolution Management Consultants, Inc. (RMC). He has over 40+ years of experience on both domestic and international projects in the areas of engineering design, project management, construction, risk management, forensic engineering and dispute resolution and is a licensed as a Professional Engineer in multiple states.
Mr. Swann has served as Chair on ASHRAE Technical Committees and co-authored design guidelines for ASHRAE and ISPE, including the ASHRAE Green Design Guide and the ASHRAE Survival Guide for Design-Build Projects. He is an ASHRAE Distinguished Lecturer since 2005 and has also presented to the ABA, the AIA, the PA Society of Professional Engineers and others. He has also conducted multiple “one day”’ training seminars on Integrated Design Process and Integrated Project Delivery for ASHRAE’s Learning Institute.
He currently chairs the Philadelphia Energy Authority; is a former President of the Engineers Club of Philadelphia and formerly sat on the Board of Directors for Green Buildings United in Philadelphia. He is also a radio DJ with a weekly Jazz program airing on Monday nights in Philadelphia and the internet.

ASHRAE New Jersey Chapter President 2024-2025
We made it to April and spring has sprung! The days are getting longer and warmer and soon our air-conditioners will be turned on keeping us cool. Plants and flowers are starting to bud and bloom and air filters will be working hard to help filter pollen for those of us with allergies. Last month we had the NJIT student chapter attend our dinner meeting and it was great seeing and hearing about their trip to the ASHRAE winter conference and learning about some of the projects that they are working on. I would like to thank everyone who came out and had a chance to speak with the students and their advisor.
This month’s dinner meeting will be held on Tuesday April 8, 2025 at the Delta Hotel located at 515 US-1 South, Iselin, NJ. Cocktail & networking hour starts at 5:00 PM followed by our dinner meeting and technical presentation starting at 6:00 PM. This month’s topic is Redefining Success in a Changing World presented by E. Mitchell Swann, P.E. from Resolution Management Consultants, Inc (RMC). One of my chapter goals for this year is to increase meeting attendance so I hope to see as many of you at this month’s meeting as possible for another great topic! If you plan on attending, please make sure RSVP early as possible on our chapter’s website so that we can coordinate space and dinners. I Hope to see you there!
Another one of our chapter’s goals this year is to participate in some community service events. We have been looking to find some volunteering opportunities in New Jersey. Our first community service volunteering opportunity to be announced will be Denville’s Annual Rockaway River Cleanup which is scheduled for Saturday, May 10th from 9:00 AM – 3:00 PM (Rain date: Saturday May 17th). The event is being co-sponsored by the Township of Denville and Saint Clare’s Health. Volunteers are needed to help remove litter and debris. I have personally participated in this event in the past and had a great time doing it and will be once again participating this year. Anyone interested, please sign up by emailing Stephanie Turkot at [email protected] and let me know so that I can coordinate an ASHRAE head count. Donate a couple of hours or all day. I hope to see some of you sign up and come join in cleaning up. We all can make a difference if we all chip in.
Thanks again to all our committed volunteers, committees, members and guests. I hope to get membership way up this year so please continue to spread the word to friends and colleagues to considering becoming members if they are not already. Stay dry out there as April showers begin to move in.

We had an eventful meeting last month.
The NJIT Student Chapter visited to show off their design projects and give a recap of their trip to the ASHRAE winter conference.

Past President Jeffrey Beeden was awarded a certificate of appreciation and a pin in recognition of his efforts as chapter president 2023-2024.

Mike Post with Ebtron presented on the importance of having reliable and accurate airflow measurment for building control.

DEI Spotlight

We held our first DEI event celebrating our women engineers; a special thank you to those that attended! Everyone learned a new skill and got to take home a masterpiece. Looking forward to seeing everyone at ASHRAE’S next meeting.

GOVERNMENT AFFAIRS
New York State Building Code Council Votes to Recommend New All-Electric Building Requirements
On February 28, the New York State Fire Prevention and Building Code Council voted to recommend a draft update to the state building code that requires most new buildings to be all-electric starting in 2026. With this vote, New York is on track to become the first state to enact a ban on fossil fuels in new buildings. This requirement was previously mandated by the All-Electric Buildings Law, passed in 2023, which requires most new buildings to use only electric heat and appliances. However, the draft code does not include requirements for new homes to have onsite energy storage or electric vehicle chargers, which are listed in the state’s climate plan. Overall, buildings are the largest source of greenhouse gas emissions in New York, and the state uses more fossil fuels for heat and hot water than any other. NYSERDA, the state energy authority, estimates the proposed code update would add about $2 per square foot to the upfront cost of new homes but would save residents three times the amount over 30 years. EPA to Reconsider Rules that Restrict Higher-GWP Refrigerants
U.S. Environmental Protection Agency (EPA) Administrator Lee Zeldin announced that the agency will reconsider the Technology Transition rule. The Technology Transition final rule, as part of the AIM Act and issued in October 2023, restricts the use of higher global warming potential (GWP) HFCs in new refrigeration, air conditioning, and heat pump (RACHP) equipment. The rule requires new refrigeration systems to use lower GWP refrigerants with sector-specific timelines between 2025 and 2027. More information on the announcement be found here.

Community Service Event

One of our Chapter’s goals for the 2024-25 year is to give back in the form of community service by way of volunteering. As Committee Chair for Community Service, I am hoping to get NJ ASHRAE members out at some volunteering events. As we cruise into spring, approaching earth day, I wish to give back to the community by cleaning up. Our first volunteering opportunity will be for Denville’s Annual Rockaway River Cleanup scheduled for Saturday May 10, 2025 (Rain day May 17th).

Scholarships

Scholarships are awarded based on the following and for the academic year following the application deadline beginning with the fall semester. Re-applications will be accepted from former scholarship applicants and recipients provided they meet current scholarship criteria. Students may only receive one Society scholarship in any given year. Scholarship amounts awarded shall not exceed the direct annual cost of attending the educational institution (i.e. tuition, books, supplies, room and board, etc.) through graduation.
- A cumulative grade point average (GPA) of at least 3.0 on a scale where 4.0 is the highest and/or a class standing of no less than the top 30% evidenced by an official transcript of grades or written statement from a school administrator.
- Three letters of recommendation, including one from an instructor or faculty advisor, a current or past employer, and another character reference. In the case of schools with an ASHRAE student branch, a letter from the faculty advisor of that branch may be one of the three letters of recommendation.
